This is just dreaming.

Unless there is an agreement between Somalia and Somaliland regarding the control of the Somali Airspace, it will not be handed back to any one side either Somaliland or Somalia.

Mogadishu cannot control Somaliland's airspace without consent from Hargeisa. It is just a pipe dream. ICAO understands this.

The risks are very clear and ICAO will not be reckless as to ignore Somaliland's position.

Besides, President HSM and President Siilaanyo reached a memorandum of understanding on how to proceed with this issue in Djibouti. ICAO is aware of this understanding.
