I doubt there will be any change in terms of Somali airspace management. ICAO has already transferred the control to Federal Government of Somalia. According to the law there is not much ICAO can do now.

According to international law, Somalia Federal Government is the only entity that is entitled to negotiate ICAO in the process of regaining airspace. This law means the airspace above Somaliland officially belongs to Somalia.

Somalia’s airspace is being controlled by the FGS in Xamar. The transfer is already in progress and it will be only a few months before it is totally controlled by Somalia. Michael Keeting is not ICAO. As you can see in the video he wanted to refer the question to the FM.

There’s plenty of things SL can do to Somalia and Xaarmaajo/Gaajo

The core issue is Somalia not having legal claims to SL territory wether it’s land, air or sea.


Historical facts;

1. There wasn’t a formal unification between Somaliland and Somalia.

2. Somalia is not the successor state to the illegal Somali republic that was based on irredentist aspirations.

3. Under no circumstances can one constituent state of an illegal republic dictate the terms for the other constituent state.


Michael Keating is aware of these historical facts and so is ICAO hence the agreement in Ankara which they’re now trying to overlook because of corruption.
