Somaliland la wada leeyahay?!
Somaliland la wada leeyahay,
Is position if the constitution is amended and the current presidential system is swapped for the parliamentary system.
This system would allow for the creation of three almost equally important positions that is distributed between the three main clans - Isaaq, Harti and Dir (Samaroon & Essa).
The president would belong to the Isaaq.
The Prime Minister would belong to the Harti.
And the Speaker of the House of Representatives would belong to the Dir.
The President would be the commander in chief of the Arm forces and he would appoint the Prime Minister (but cannot dismiss).
The prime Minister would appoint and dismiss the council of ministers.
The Speaker of the House would be the leader of the majority party in parliament and also be the de facto vice president.
Also the constitution should limit the number of ministers to 12 ministers and 5 Ministers of state (No deputy ministers).
What do you think?

not bad, the presidential system has failed africa and direct election for president always causes tribal polarisation/violence e.g Kenya
however i'd say no to equal share of cabinet and parliamentary members among clans because unlike in neighbouring somalia, we in SL have most of the population coming from only a single clan (70% being isaaq)
ps i would keep the vice presidency alongside establishing a pm post since many countries have a prime minister and a vice president at the same time e.g. tanzania, bulgaria and peru
however i'd say no to equal share of cabinet and parliamentary members among clans because unlike in neighbouring somalia, we in SL have most of the population coming from only a single clan (70% being isaaq)

Why should any clan be appointed a position? Numbers alone should decide who runs what, H.Y alone is more then Harti and Gedabursi why should isaaq be lumped together.
The current system is fine if one man one vote is used for mps and not divide power through clan. I know your Daaroods don't have the numbers so they want a free ride through constitutional reform. It ain't going to happen.

the real question is, how loyal are the dir and harti to somaliland cause for independence.
if there is a referendum, what their vote would be?
you cant have it both ways, go against somaliland major cause and ask for fair representation.
its like isaaq asking for new 4.5 that give isaaq equal number to darod and hawiye and at the same time root for independence.
what is ur priority first?

One man one vote. If Dhulos don't have the numbers to get adequate representation, stop slaughtering each other and invest in viagra.

There is no need of having a vice president, its a useless post. The ministers would not be allocated along clan lines but only those who are capable should be appointed based on merit. Nonetheless, the council of ministers should represent all regions of Somaliland from east to west. It would be unjust for example if all ministers were Hargeisa natives.
The unicameral parliament would be elected on constituency bases. So, the people would elect the MPs. However, the constituency boundaries should be created by an independent boundary commission. The constituencies should be based on the number of registered voters and land area - for instance a constituency should not have less than 50% of the national average registered voters per MP and the land area of a constituency should not exceed 5,000 Km2.

Am confident the Harti are very numerous and could gain enough representation if they participated in the political process. But am saying this theory would induce them to participate and sign up the Somaliland cause.
Provided they are guaranteed the premiership - the concept of Somaliland la wada leeyahay could be conceived.
There are many countries that operate on this type of system were various government positions are allocated to particular groups - its called Confessionalism, Lebanon is a prime example.

Numbers should decide the number of MPs. But these three positions should be allocated to the three clan groups. It would ensure that all clans are represented. Demonstrating "Somaliland la wada lee yahay".
Dhulbahante alone is larger than HY forget Harti.
While the Harti occupy over 45% of the territory of Somaliland.

There is no such thing as SL for all. There is only SL for Sadaat & and Samaroon.

There is Somaliland for all and it exists whether you like it or not. There is no difference between samaron isaaq or dhuloos under the Constitution of somaliland.
When it comes to eastern somaliland policies I know it because I created, and it always be the way I want which is very simple to understand and good for all. No dhuloos or isaaq supremist can break the principles of somaliland existence. You may not like each an other but may policy is putting you and sharmaarke in the same front line. That's not rocket science his cousins and your cousins are already working together for the betterment of our people every where from new Hargeysa to sool . In this video that police man you see on the screen is isaxaaq his name is colonel muse I Know him personally. he is deployed to lascanod from new Hargeysa last year when sharmaarke's qayaad people and bahararsame were shooting each an other in in the city and he is still tasked to solve those murder Cases .
