Sahil isn't only Isse Muuse, for example in the last golaha deegaanka elections, Berbera golaha deegaanka is 21 xildhibaan, 5 HJ 3 HY, and 12 Isse Muuse, that's more like almost 50%/50%.

lets be honest Ciise Muuse are not 50% of Saaxiil , its mind baffling all of a sudden in mid 2000s ciise muuse is outnumbering H.Y by 4 times?? but having all the positions of power both politically and economically can be translated into election.
The city mayor and the port manager yes are Isse muuse but, vice mayor, deputy port manager, xog haynta, head of police, governor are all non isse muuse and are hj and hy.
In all of Saaxiil all the top positions are held by Ciise Muuse with the exception of the governor which is normal for all SL , both H.J and H.Y are given the deputy position .

Saaxiil had 60k votes while Sool had 63k votes. If you divide the total votes in a region by the number of seats allocated a few things become obvious. For one Awdal is not underrepresented because it’s ratio of votes to seats is less than both Maroodijeex and Togdheer. If they want more then both these states are within their right to ask for more. Maroodijeex is treated most unfairly by the allocations

The problem lies with the number of seats allocated to Sool, Sanaag and especially Saaxil as Dr X pointed out. What makes Saaxils case different to Sool and Sanaag (other than the fact that it has the most favorable ratio compared to all states) is that it’s dominated by one sub clan. Where as Sool and Sanaag are multi-clan. Sool has a much larger population than Saaxil but a large portion of the population doesn’t vote (their lose I guess). If we assume that Sool and Sanaag were given a disproportionate number of seats to ease tension with the inhabitants then what is the reason for Saaxils even more disproportionate allocation?
As for your argument that because the port is there and it’s big contributor to government coffers it deserves more. Well that doesn’t make sense because the port is a national asset. You could possibly argue that if they are the only users of the port and taxes are only collected from them which isn’t the case.
If we go by th most recent election where 703k votes where cast nationwide we can work out what a fair allocation would be for each region.
703000\93 seats would mean a that each MP seat granted should weigh 7559 votes. Using this formula a fair system would be as follows:
Maroodijeex: 33 seats
Togdheer: 20 seats
Awdal: 13 seats
Sanaag: 11 seats
Sool: 8
Saxiil: 8
Based on this formula you see that some states have been hard done by and others have been favored. Awdal has no right to complain. When it comes to those that have too much then Saxiil is the biggest offender. It has 6 MPs over its fair representation. I say saxiil because with sanaag and Sool (even though it’s a fault of their own) there is atleast a population there that might merit the numbers even if they don’t vote. With Saxiil there is no such excuse.

If we are appeasing qurjiile by giving them more representation than their actual voting numbers deserves, then I am more than happy to give other Isaaq a leg up in representation, especially if the entire government is dependant on their deegaans.
Somalis are never happy when the central government is extracting resources/using their land to collect revenue, thats a given. Just remember what our own HJ were doing in Saraar chasing oil company employees with rifles and refusing them access until the government would wet their collective beaks with bribes. So Saaxil getting a bit of a bump is no problem given the region's contribution to the state's coffers. What Ciise Muuse are doing hogging up all positions is not acceptable, if they did share with the two other clans it would be a none issue.
Part of qurjiile's reluctance to vote is the fact that they will never be able to produce the number of MPs they currently have if their allocation was based on their numbers. It is why they keep begging to go back to 1960s formula. They know they do not have the numbers, otherwise they would've asked to get what their votes get them. Why would they join the race if they know they will be humiliated if people saw their actual numbers?

Actually local and parliament elections are the smoothest and the most peaceful for the government . The reason is because the race is between sub sub clan candidates, cousins are competing for their clan support this makes division between the sub clan itself to the point they no longer share any common interests. Even me and skywalker will compete for reer daahir seats I won't give him any thing . And that's perfect for the government. It is actually good for making clans weaker and more divided in politics.
Presidential elections are very dangerous because it unites major clans who are capable to bring the government to its knees. Fake names like supeer awal , garxajis appears out of the blue. Those must be eliminated by changing our constitution and adopting some form of parliamentarian system. Communities should only elect their MPs and local councelors no more direct election for the presidency. And 2 parties can share power if there is no winner . Same like the UK. Problem solved.

Now the only issue we are dealing with is the distribution of the seats between regions. Awdal folks thinks they can get more seat if they push for new law. But that will never happen . because We will never accept Awdal to have equal or more seats than togdheer, that's not fair . Every thing must be based on population wise.

I think we should keep the 2005 formula in order keep the clan demographics in place. Because the last 2017 elections were very tribal and very ugly.

we have to reduce the tribal influence in elections but somaliland seen harder times than this so elections will eventually happen and people will move on insha allah

We have damning history of the mindset our society. Once Mohamoud Ahmed Ali, the father of education begged our people to elect him as an MP but they elected Qaaadwale. yusuf Hajji Adan Qabile and Yusuf Ismail Samatar are one that created schools in Somaliland but they have never had higher position when we got the independent.
