Its fake news, most of the stolen property is bought back by the private owners, the Gov only involvement is the court preceedings where they themselves ask for even further bribes. The property market in Mogadishu is skyrocketing right now because of these news, but on the ground its a different story all together, not only do you need to be well connected, but you also have to have extensive proof in forms of documents to get your property back, despite it being blatant you owned the home to the locals, their testimony is ignored, I know one case where a person who build his home in t he 80s, a brand new villa could not get his home back because of lack of documentation, even though there is ample proof that he is owner and even build the villa.
