Under the constitution review, Somalia should abolish the parliamentarian system for two reasons. The first is that history shows that the dual executive breeds conflict. The idea that Somalis could handle the intricacies and complexities of handling the separation of powers between head of state and head of government has been problematic. As both hold a vital part of the government, each person has competed to hold on to the "perceived" powers of the office than the dictations of the office as outlined by the constitution. While the head of state campaigned ferociously the highest post in the office, he will all of sudden by way of constitution, given up much rights to his prime minister. No wonder, its been the presidents who have usurped the powers of the prime minister, as they view themselves, as the rightly elected official and not the prime minister. This has led to multiple prime ministers for each president.
The second reason is that more power is invested in the prime minister though he neither campaigns, invests, or fights for delegates in a cut-throat competition that sees multiple rounds of deal making. So basically the constitution rewards someone with minimal investment with much power so no wonder this will lead to disappointment and suspicion, and ultimately fights and motions.
What Somalia ought to have is a presidential system that has single executive that can guide and dictate matters of the state, appoint ministers, and execute his vision. This will allow the president to appoint vice president, who unlike the prime minister, has no constitutional rights to step out of bounds. He is simply there to enforce presidential policies in his absence or upon death.
That the presidential system works better in the Somalia context is already proven in Somaliland and Puntland. Have you ever heard president and vice president fight? So this is the best case scenario for Somalia. I doubt the Somali politicians, who benefit from chaos, will do something that benefits Somalia. The current corrupt system benefits them enormously and therefore will not be changed.

This is absoluly what i thought, the best sistem for Somalia is Presidential Republic such a Russian sistem who president and prime minister playing KADHIMEY KADHIM; Every to mandate they exchange the positions, the president become prime minister, and prime minister become predient ,what a good sistem.
