i would say it will be a limited 1p1v that is still based on 4.5. because what N&N wants is to get rid of 1000 old men deciding the MPS. they will change it to limited population of people voting for example 2 to 3 million people, which can be achieved if votes are held in cities not under shabaab. what this will acheive is it will curb corruption because it is easy to bribe 1000 old men but you cant bribe 3 million people.

one thing is clear the international community does not want a repeat of 2009 ,2012 and 2017 elections they want progress from that. the meeting in dhusamareeb they will all be forced to this by the international community.
