Benadir State hasn't happened cannot happen UNILATERALLY for the same reason;
1. 4.5 cannot be gotten rid of unilaterally
2. Federalism cannot be gotten rid of unilaterally
3. The Capital City cannot be changed unilaterally
Etc etc etc
By "unilaterally," I mean even the Parliament cannot do it as a single organ. The cabinet cannot do it as a single organ. The Courts cannot do it as a single organ. The PM's office cannot do it as a single organ. Even the President's office cannot do it as a single organ.
And certainly no single tribe, community, or region.
It is the basic TRUST that brought us together under a single government unless you want to say this is like 1994 or something and anyone just declares anything in their village or goof and there is no universally agreed upon Government in existence.
If you learn a basic word, you understand the entire process about such fundamental underpinning of our State Formation.
PLEBESCITE.

Nevertheless, I am simply sharing my understanding of the State Building Process in the hopes I contribute to furthering someone else's.
Benadir State cannot happen and hasn't happened, because it requires a PLEBESCITE.
It is also very likely why it will never happen.
It is also why it cannot even become a legitimate national question to address until after we ratify a Permanent Constitution and no longer under the 2012 Provisional Constitution that ended the Transitional Governments.

4.5 can only be dismantled for a universal suffrage model and until that comes about it will be used even though it was designed to contain the most dominant group in Somalia. However that is a discussion to be had another time.
I am sure federalism can work in the long term and seems to be gaining popularity steadily. Needless to say there are also those that view this gobalaysi as an issue that can cause fissures to perpetually remain within bulshada. The states will need to become more organic and bottom up and this can only be done in earnest when the AMISOM contingent leaves the country.
As for the capital and changing it, I don't think that is necessary at this point. However what needs to happen is the implementation of 'Law and Order' that has been missing from the capital since 91'. This can be seen by individuals homes still being illegally occupied and criminals evading justice. There needs to be an institution building within the capital so that the intelligentsia that left in the early 90s can return to their properties without the shroud of insecurity being present.
The main challenge in bringing about this structure of institution building are the criminals that benefited from the government collapse, and believe their ill gotten gains won't be maintained if the country becomes one built upon law and order. This fundamental concept of a group within the country being vehemently against the establishment of a nidaam can't be disregarded.
