I am with Puntland on this matter. Banadir should not get any representation until Somalia moves to 1P1V and moves away from the 4.5 formula. It is unfair to Daroods and Digil & Mirifle as it unbalances the equal distribution of seats under the current set up unless of course everyone will get an equal share of the seats there.
