Al-Shabaab is comprised of minority tribes and ethnic groups within Somalia. They're usually isolated and treated as a pariah by larger 'landheer' tribes, and take their grievances out by joining terror groups to attack and take revenge against those said larger tribes.

We must treat our minorities fairly and be just if we want to fully strike down Al-Shabaab as a whole.

That’s why I said, the next phase in the war against Al Shaydaan is using soft power, winning the hearts, and minds of the population through guaranteeing equality. SNA today has come a long way in strength, Al Shaydaan does hit, and run, bombings, etc but cannot fight a pitched battle against SNA, and win anymore. So the next step is providing alternatives for the disenfranchised members of theirs.
