I never heard his name before sorry, but I could ask around.

Back when Somaliland got it independence it was 2 regions, one with Hargeysa as it capital and one with Burco as it capital, my awoowe was the governor of Hargeysa region.

Later when Somaliland reclaimed it's independence he was appointed as Somaliland representative in the UK.
