Hassan sheikh will be judged on two things

1) if he continues with the debt relief
2) if atmis leaves on 2024

If he can achieve that then he has succeeded. Otherwise it will be a complete failure.

He will fail on both.

For the first one, he and his group will not be able to work at that level of transparency. It simply isnt possible.

As for ATMIS impossible. Expect ATMIS getting empored more and even more troops being deployed in the country under UN leadership. So atmis will transform from african lead to UN lead.

Transparency is an anathema to successive Somali administrations so I don't expect any different from HSM.

The areas that will define HSM presidency will be.
Holding on to power would be fine if was making progress.
I can't see HSM doing much better. Last time it took him three months to appoint a Prime Minister.

The yardstick of success of any Somali government is the eradication of Al Shabaab.

If they're unable to defeat Al Shabaab militarily they should open peace talks with the group and bring them into the political process.

The two biggest issues are terrorism / insecurity and famine/ drought.
