Puntland isn't dependent on the federal government, if HSM focuses on the south and don't try to meddle in Puntland affairs there's no need to complain, but you seem to think Puntland needs approval from the federal government. If HSM becomes anti-Puntland he can't harm it more than Farmajo.
as for the constitution oversight committee the lower house also selects 5 members so surely Puntland will be represented there, and also each federal member state send delegates to the committee so Puntland will have a say in the matter.
All in all I'm not going to complain this early, I will wait and see what his admin does in the 1st 6 months.

HSM is not a new president. He has a history of being being anti puntland. Why wait six months when he is telling you exactly what his agenda is which is to concentrate power in the south. Puntland doesn’t need approval from anyone, but the leadership there should speak clearly on important issues like the constitution, benadir state etc. Unfortunately just like you there are a lot of puntland leaders that are asleep at the wheel.
