This sounds more like the tribal awakening in Iraq which got rid of alqaeda and Isis.

More tribes need to be empowered, Hassan Sheikh and Xamza should mobilize the people for total war against these scams.

And in my opinion they should not be even called kwarij or any Arabic name, it gives them religious legitimacy which they do not deserve.

They should be given a Somali name deserving of what they are. Something like dhigcab.

They are in a protected place but do you know why they surrendered themselves? They are from the villages that were liberated and if they return to them they will be killed and some of them were in besieged areas. khawarijta no longer have ideological fighters. In the battle of Ceelhareeri they tied them to trees so that they would not run away and they had tramadol with them. they treat them like donkeys.
