Almost very few Somalis alive today understand how lucky the men who ended up becoming "Presidents" or "PMs" in 1960 got very, very lucky. This appointment as the 1st D.C as D.C of Lugh Ferrandi was 2 years in the making starting 1953. Adan Loow was picked because he was the most powerful Somali political actor for this privilege. He left the legislative "exercises" early on for administrative power preparation, missed the 1956 legislative exercises that saw and did not enter back in to the non-executive roles until 1958 where he then formed a party to compete with the SYL as his own party--Lega Progressiva Somalia (Somali Progressive League). The 1st SYL government even attacked him as a threat by by denying him a ministershop until 1964 when he made up with SYL and was given a ministership.
But in this 1st as an Administrative official, a chamber of exercises full of millions was no measure of power or prediction at that time which is why he went the executive training role offered to him directly by Gov Fornari as a UN Security Council backed Somalia Trusteeship program of getting leaders ready by 1960!
So the irony is becoming the 1st Somali executive of an administrative region probably denied Adan Loow his favorable odds that would have later have had him ad a shoo in for the highest post-independemce posts!/size]
