It is no longer the useful victim targeted for temporary "jiingad" placements to scam donor conflict resolution/IDP grant schemes, a ghost created for purposed mapping without equities on the ground;---but is now a real building process with brick and morter school and clinic and water well entirely financed by Rer Siyaad Diini of Balanbale and contributions from other Marehan.
Balanbale has had the misfortune of becoming a target of a thrifty scam, but the usefully "unaware" era has come to a close.
The experience of Gaxandhaale speaks for itself after the information warfare of the recent past.

From what some people researching this have told me, the water grants are the 2nd biggest sources of humanitarian scams. In fact, the water grants are always the "facilitator" jump starting the schemes.
Look at the recent clashes at Labogalle.
When groups east of Caabudwaaq district came all the way to Labogalle, a place not even on the fault line or boundary between Caabudwaaq and east of the highway groups (i.e. "Darod/Marehan" & "Hawiye/Habar Gidir) and engineered the stunt of building a "berkad"---the objective was never an intentional, serious proposal that one believed was durable and realistic.
And, in fact, the conclusion to Labogalle was the predictable outcome. Rer Caabudwaaq settled it to their satisfaction---at the cost of engineered conflict.
Why would you do it? You do not settle anywhere near the berkad; it is not even land in dispute. You have no equities in the area, no settlements, no population... essentially no community based "men of arms" to protect your investment---
---and this is central Somalia, particularly inside the territory of Darod/Marehan. The civil war in Somalia can be summarized into a clash between you and the people of Caabudwaaq.

Caasimada Online (steller Somali media reputation) radio interview from 2018 in which then District Commissioner of Balanbale, Jama Haile Mohamed, identified current NISA head under the present Hassan Sh Mohamud government, Mahad Salaad (MP from Guriceel), of being the culprit behind the manufacture of conflict in the area between Balanbale and Guriceel.

A month and half ago, August 2022; the people of Balanbale thanking their community in the diaspora currently funding the Gaxandhaale development project.

The weaponized "renaming" or spatial identification/referencing manipulation I described above seems to exist as a strategy employed against Puntland in the faultline there as well.
The significance about this is this recently restyled "Miro Cawlo" was on the same latitude as and the closest settlement directly east across the highway to Mircawleed suburb of Dabat/Dhabbad, west of the highway.
It seems inconceivable the renaming was coincidental especially considering Mircawleed's "ownership" had been resolved through force of arms to the satisfaction of Rer Cabudwaaq after years-long contest through belligerence from the Hobyo community.
The same community implicated in this reappropriation of Mircawleed's spatial reference/identification.
Coincidental seems hardly plausible given the circumstance.
