Ethiopia wants to build a base on Abudwaq's north airport; paved roads, etc.

A year and 1/2 ago I said the below which was found laughable;
-Western Galgaduud upto Dhusamareb including establishing a presence for the first time in Abudwaq. If this introduction is successful and Ethiopia wants to establish permanent presence in Abudwaq, there are hopes of connecting Abudwaq by road to Wardheer/Shilabo for a major gateway in to Galmudug sort of like a central Dollow.
Well during the previous week, Gen Tesfaye Ayalew, head of operations & deployment for ENDF, came to Caabudwaaq in the first official presentation of this plan;

Very quickly since I do not want to belabor this point;

-Marehan and Ethiopia have had an 80 year old state of hostility on "Carro Mareexaan" on that plateau where 90% of it is formally classified Ethiopia
-Because of that reality and state of disagreement, Ethiopian "administration" officially ended between Warder and Shilabo towns
-For Ethiopia to have enforced control, it would require war then permanent occupation---for a people straddling a border who were already bitterly ready to fight them
-Recall Adan Loow, who started the 2nd Italo-Abyssinian war of 1933 and Mohamed Siad Barre who started the Ogaden War are from these people and this land
-Ethiopia ever militarily asserted an attempt during the capture and occupation of Balanbale---which was ended after few years because of unsustainability

Yet, recently significant changes have occured as shown on this forum primarily resulting from change within the Marehan themselves that is so different to the past, it is actually radically revolutionary namely;

-Reconceptualization by Marehan about nationhood, citizenshio, even ethnic nationalism
-Marehan then starting to pursue friendly relations with Ethiopia followed by not only acceptance that Carro Mareexaan across the border were Ethiopia but even wanting to own political rights and privileges due them over their land as local administration

Caabudwaaq has two airports, the old one to the north and the working one to the south;

The southern one is in Somalia, the northern one is in Ethiopia.

Ethiopia wants to build a permanent base on the northern airport.

They also want to connect Caabudwaaq to Shilabo, Warder, and Galadi by paved road.

Ethiopia also wants to invest in the local economy, source livestock and resources for the ENDF, open state clinics and schools in the landscape essentially a package of "soft power" projections to incentivize and increase the warming ties between it and "Siad Barre's people."

These are interesting times from a historical trajectory point of view;

Truth be told......it doesn't sit well with me.
Ethiopian army generals making agreements with provincial administrations undermines Somali sovereignty.

Why is Ethiopian engagement conducted through the military? Surely the Somali regional government in Jigjiga is best placed to facilitate any cooperative agreements with Galmudug.

This Ethiopian general would also be travelling with intelligence agents from Ethiopia, US and Israel.
They will be developing intelligence networks and proxies.

Somalis will sell their souls to the devil, if they believed it will give themselves an advantage over other Somalis.

It is not in Somalia so it has nothing to do with them


This has to do with "Carro Mareexaan" or Marehan Country inside of what is legally recognized to be Ethiopia.

Very, very, very few Somalis understand the 80 year old "detente" that Marehan and Ethiopia have had in "Marehan Country."

There hasn't been Ethiopian "administration" because of the detente ("leave" them alone as long as they don't try to bring in "Somalia" land dispute), but at the same time no Somali government has ever made an administration, even a local district council, in----say----both of my parents villages.

So really the only place for Somalia in this is the changing perspective or viewpoint being expressed by Marehan, but legally and materially it is about land that is recognized throughout the world as part of Ethiopia and the Ethiopian government in relation to the people on that land, theoretically her own "citizens."

Peopel will tell you wild things about the border and mistake anecdotes for reality but even for a non demarcated border there is an understanding even between Somalia's government and Ethiopia what constitutes the border. At Caabudwaaq it is "Bali Abdi Ali." The border has been extended with the concurrence by Ethiopia regarding UN humanitarian access primarily to account for Caabudwaaq's growth in recent years, but the northern airport is well past the point where anyone could be considered mistaken about what constitutes where Somalia stops and Ethiopia begins.

Why not engage with the Somali government in Jigjiga?

The ENDF general in charge of OPERATIONS AND DEPLOYMENT, Gen Tesfay Ayelaw who is one record as the lead commander of ENDF in the Tigray War is up there in Caabudwaaq.

That's straight up from Abiy Ahmed's office.

This is not a regional issue, although there is overlap as Cagjar's head of Federal Police or Gafeydhe was with Gen Ayelaw.

Really this is a file with the Ethiopian national security team between the Federal defense ministry and the federal executive.

Cagjar, however, has been the best partner on eastern Somali region of any of Somali region administration's past leadership.

Sxb.....I ain't trying to rain on your parade.
If this new agreement benefits the locals then I'm all for it. However, don't try to dress this up as something this is not.

You have a genocidal general making agreements with local Somalis, bypassing their regional government.
Furthermore, the Ethiopians have been threatening all their neighbours over access to the sea.

Looking at the map.....Abudwaaq is not far from the Mudug coast. I believe the Ethiopians sizing out the Mudug coast as a potential port.

It should also be noted that the Ethiopian/ Somali border has not been officially demarcated outside the old British Somaliland.

Theoretically, the Ethiopians could legally occupy parts of Mudug to the coast, claiming it is disputed territory.
As we have seen with the Palestinians......there is no international law in the world. Might makes right.
