On June 15, 2006, a meeting was held at the Permanent Mission of Norway to the United Nations. This meeting included the European Union, Italy, Norway, Sweden, Tanzania, the United Kingdom and the United States. The UN and the AU participated as observers. The results of this meeting represent an unprecedented opportunity for both Somalia, and all its world neighbors.
The Government of the Somali Republic appreciates the new understanding of the international community, as it relates to the realities within our country. It is very encouraging that those groups which had been creating the most trouble for the country were not invited to attend.
This will now be the first time that we, as the Government of the Somali Republic, and USRP (United Somali Republic Party), would wish to respond and open new channels of dialog.
Historically, Somalia has never accepted foreign intervention in our internal affairs. The communique issued by the International Somalia Contact Group suggests that this is finally being recognised, and we are very pleased.
Many nations are insisting on military intervention, under the auspices of the peace-keeping, but there is no peace to keep before the “peace” is agreed upon. Somalia has now achieved peace, the way we know it. Therefore, since we do not agree with the international community on the definition of “peace”, we consider any discussion for military intervention as a threat. The past international political efforts to communicate with us have always been conducted under some threat of attack on our country, if we did not wish to accept someone else’s agenda. Since our country’s inception, we have always known how to respond to a threat of aggression. How can we sit at the table of diplomacy, when we are forced to remain in the trenches, preparing for some threatened invasion?
The past 15 years of international efforts and meetings on Somalia have always been led by Siad Barre remnants. Such “meetings” led to the collapse at the end of the any structures created by Siad Barre remnants, because those persons pretending to lead Somalia, never had actually any authority and credibility in Somalia. Somalis paid with their blood, to remove such remnants of the Siad Barre dictatorship from our country. We never will sanction their return in any form, including if they promote their puppets. If the international community tries to restore them as an exile government by force or military intervention then we want to state clearly: they will fail again!
In Somalia we created neighbourhood watch to bring security in every neighbourhood and in case there are criminals we bring those people to the Islamic Courts. The function of the Islamic courts is limited only to the specific crime since we are using Sharia law only to the extent to keep order and justice as traditionally understood by the clan system, which has existed for centuries. With the actual situation of continuous mislead efforts and misused funds of the international community (which spent hundreds of millions of dollars to support the people of Siad Bare), we can see, that in fact nothing else has been left acceptable for the normal Somalis to bring to justice the criminals. The Islamic courts do not interfere with our efforts to establish modern administration. Our government controls completely the situation in the country and already works with legal and political advisers lead by the well known professor Ilham Rahimov to introduce a democratic legal system, which will absorb the most important human values of our Islamic civilization and beliefs while remaining completely compatible with a society of the modern age.
Regarding the subject related to the international terrorism: it is also a subject that Somali government is concerned and we are willing to receive evidence of such elements in Somalia and we are able to take appropriate actions.
If the intention of the International Somalia Contact Group communique is to affirm the realities of the political process in our country, then we welcome this declaration. Because of the change we see clearly we would like to state also that we are open for contact for the first time. We are advising all relevant international institutions and Security Council Members to contact our government in order to help the positive processes of consolidation of our Nation.
