These bare-breasted pictures were taken by Italian colonialists who would use them to entice young Italian men to come settle in East Africa. They were usually of prostitutes and sometimes they would lure little girls into posing for them. There are similar pictures of North African women and women from other parts of Africa. Those images have a very dark and sinister history that will turn your stomach.
There are actually academic works on this, I came across a few books. There are far more works in Italian than English though.
What that guy said about Somali women walking around with their breasts hanging out like the Afar is definitely not true.
