They have greater military power and cohesion, hence we could witness a hotel Rwanda of immense proportions, if they have their way. Kenya is less than smart, I assume Ethiopia would probably be a mastermind of such an operation, pulling strings in the background.

It's also human nature to assign blame to dissimilar others, as opposed to working through one's own dysfunction, ma gartay. There is no culpability for one's actions. And there is a bonding ritual over the vilification of the other, made easier by creating personal distance. This is used as a form of escapism to distract people from their 'real' problems. The one doing the distancing rationalizes that the other would do the same or worse, if they are put in their shoes.It's a shame. However, the world is about power plays and less about appeals to morality and stuff. Imbalances in power between people exist and aren't going to change any time soon. I should also add that in times of scarcity, people aren't the most hospitable to foreigners. However, things are fine and dandy when there is plenty. This is the case everywhere.
