Shabab Concede Control of Somalia’s Capital to Government

NAIROBI, Kenya — The Shabab militant Islamist group withdrew on Saturday morning from Mogadishu, the bullet-ridden capital of Somalia, and the city is now under government control for the first time in years.

Witnesses described truckloads of heavily armed Shabab fighters driving away under the cover of darkness and beleaguered residents almost immediately pouring into the streets to cheer — and jeer — the departing militants.

The Shabab has controlled parts of Mogadishu for years, inflicting a brutal reign in its areas, chopping off the hands of petty thieves and beheading anyone Shabab fighters consider a spy. The Shabab has also banned music, television and even bras, calling them all un-Islamic.

But in the last few months, the Shabab, which has pledged allegiance to Al Qaeda, has suffered heavy losses, both from American drone attacks on its leaders and from steady urban fighting against a superior, better-armed, 9,000-soldier strong African Union peacekeeping force. Many analysts have said the Shabab is growing weaker by the day and that the fissures are deepening in the organization, partly because of a famine that is sweeping southern Somalia and creating disputes within the Shabab about whether or not to let in Western aid organizations.

So far, very few Western aid groups work in Shabab territories, which is one reason a severe drought this year, one of the worst for the country in 60 years, has spelled tens of thousands of deaths and a famine in Shabab areas. The Shabab is also blocking people from leaving the zones it controls and has even set up its own large camp for displaced people about 25 miles from Mogadishu where it is essentially imprisoning families who were trying to escape Shabab territory.

On Saturday, Ali Mohamoud Rage, a Shabab spokesman, announced that, “The mujahideens have completely vacated Mogadishu for tactical purposes.”

He said that the Shabab would change its “fighting strategy into hit-and-run attacks, where the mujahideens will attack on the spot wherever government and African Union forces are based.”

“We will be back soon,” Sheik Rage vowed.

Mujahideens is a term for holy warriors.

The question now is will Somalia’s weak transitional government, which has squandered several opportunities, be able to capitalize on the situation. The government is plagued by bitter infighting and a corrupt, undisciplined army, despite the fact that the American government and other Western donors have invested millions of dollars in it. On Friday, government troops looted sacks of grain and killed several people during a riot over emergency food in one of the government-controlled camps in Mogadishu. More than 100,000 people have flooded into the capital to seek the government’s help.

The government has not had such free access in the capital since 2007. In late 2006, Ethiopian troops invaded Somalia and pushed out Islamist militants and, for a brief spell, the transitional government controlled much of the country. But within months the Shabab was waging hit-and-run attacks, and by 2008, it had seized control of several towns across the country and neighborhoods within Mogadishu.

The Shabab have brought many Qaeda tactics to Somalia, including roadside bombs and suicide bombs. But Fazul Abdullah Mohammed, one of the key Shabab commanders and a wanted Qaeda agent, was recently killed in a shootout in Mogadishu, dealing the Shabab a serious setback in its ability to unleash terrorist attacks.

On Saturday, witnesses said the Shabab fighters were heading south of Mogadishu toward Brava, Merka and other towns they control in southern Somalia. In 2006, the Islamist militants made a similar escape, driving all the way down to the Kenyan border where they melted away into the jungle, to regroup a few months later.
