Knight Puntland exist because there is no government in Somalia they took control of their own land what do you want that puntland should just wait for a miracle to come out of Mogadisho and their problems would be solved no one in this world is going to solve your problems you have to do that your self. They might have more power than the central authority In Somalia but that exist because there is no central authority in Somalia well there is a western backed government but with no institutions corrupt as hell.

Spot on. We need to think long term on the system we want. If we accept Puntland's actions in principle, in 20 years time, they will even be more arrogant .They should know that their actions in principle will not be tolerated in the future

Absolutely. Giving full authorities to States will result in those States within Somalia being hijacked by corrupted self-proclaimed leaders, who'll create terrorism, piracy...you name it, all will fail apart. It will reach to the point that one State will declare war against another State within Somalia.
