Normally when its a fight related incident, they come in with their sirens and side lights on, they wanna see who is involved and also anyone whose got any weapons knows to get the hell out the scene asap, I presume its like a warning sign in a way, also for the fight to get settled by the time they get their. Every once in a while they’ll have it on stealth mode if it’s something serious like a breaking and entering related crime.
