I dont know the history between Siyad bare and Qadafi, but HG saleban clan had libyan train insurgent that was fighting in central Somalia before USC was form, perhaps this was the reason why they been given to take on Somali National army bases xerada 77, oodwayn Tanks, wasaarada Gaashaan dhiga and so on.
Ethiopia trained most of SNM SSFD and USC but also Libya was the second country training Somali opposition movements in particularly earlier then Ethiopia.

Ethiopia did not really train SNM. They had no training in most part. They were ciyaalka xaafada roaming around Hawd. Even I used to hang out with them.

The Ethiopian army used to be around as well but the Ethiopian army was primarily involved in three things;

A) Monitoring the Ethiopian border just in case Barre forces followed SNM and refugees into Haud
B) Protecting Aid agencies and building access roads, protecting food storages or tents (huge tents).
C) Protecting land surveyors and mining crews.

Most Somalis are not aware but I used to see them conduct mining tests and dig out new mining site every few months. They then used to move to new area.

Most of the army was behind such missions. They even had helicopters that conduct surveillance around the clock.

Most of the security was conducted in towns by SNM, Dabaqoodhis and the Ethiopian army hardly got involved.

Both SNM and the Ethio army jointly agreed to confront Barre forces and loose WSLF militia who often raided nomads or refugees.

SNM trained its own forces. Many ex-SNA officers joined the SNM ranks. There was not much arms from Ethiopia either since SNM leadership and Mengistu Haile Mariam had big differences. SNM was mainly funded by the Qadaafi + Isaaq diaspora in UK & Gulf.
Ethiopia just allowed them to operate in it's soil and gave very few arms in the begginig.
