A senior official in the breakaway Somali enclave of Somaliland warned this week that "blood will spill in Garowe and Bossaso" if the semiautonomous Puntland administration attempts to recapture the disputed town of Las Anod.

Xamar is a massive city, but the infrastcuture is all depleted. Bossaso is probably ahead in development. The size of a city is meaningless. The important things in a city are the wealth of the city and functioning institutions (police, civil services, companies) etc. Bossaso is one of the top cities if not the top in that dept. I give the citizens of Bossaso, Burco, Hargeisa (traditionally the biggest cities in Somalia) credit for at least not destroying whatever Government infrastructure there was when the Gov left. However unfortunately it takes a lot of money to maintain roads, highways, sewage systems etc. and after a while all the Government infrastructure will collapse in these cities and the regional Governments (i.e Puntland, Somalia) etc. will not be able to maintain them due to lack of a Government.

Dawlada puntland has a several million budget annually, they could deffintly maintain the infrastructure even expand it

but too bad most of it goes to cadde muuse's fat belly
