The state of Sool and Sanaag both fully belonged to the nation to be Somaliland, a claim based on not on tribalism but on international boundaries which are effective everywhere else in this world.Thus I don't see why no one can't seem to except the legitimate claim of Somaliland on Sool and Eastern Sanaag?

The garaad can have a conference with his clan and they can rule themselves locally, however they must cooperate with the laws of Somaliland. And that means they shall not come in with somali unity bull crap or any of that sort. Somaliland has secceded from Somalia, and sool and Sanaag shall be on the same boat as as Awdal, maroodi jeex, saaxil, Togdheer no questions asked.
