Dude as long as you got the cash and the will, no one will get in your way. Cities such as Gaalkacyo, Garoowe, Bosaso, Qardho, Galdogob, Hargeisa, Burco, Berbera are among the fastest growing cities in the north and are also among the most peaceful.
The only cities I would invest in would be Bosaso. I say Bosaso because that city is the most diversed city in North Somalia, or all of Somalia for that matter while cities like Gaalkacyo and Hargeisa and Berbera, Garoowe are mostly of one qabil. You will be amazed with Bosaso. To me it seemed like the Somali Capital walahi no joke. From eelay to midgaan to hawiye, darood, issaq ethiopians and oromo everyone is there doing business and minding their own business.
Bosaso is booming like crazy and any business would work there because you got the diverse people you are working with.
The Local Government will have you pay a business tax as well as a state tax which will probably add up to maybe U.S $100 a mouth but it all demands on how big your business is. People pay $5 $15 and some pay $1000s because they make so much money.

Screw the best place for your business today in somaliland or somaia is Hargeisa no where else!.. Hargeisa has become the capital for all somalis, and specially the Business, you have all sorts of Business people in Hargeisa they come from as far as Kenya and Tanzania doing Businesses.. You can find any clan in Hargeisa doing, Business for example There is enough factories, Hotels and Restaurants owned by Hawiye Darood and Reer Jabutti in Hargeisa, even the warlords have their Businesses in Hargeisa( From Cismaan caato, Yalaxow, Abdi qaasim and many more.. the Biggest factory was built in Burco 2 years ago by 10 men, 4 of them were hawiye and 2 Dhullos the rest isaaq, they choose Burco because it was the safest and it was a bit cheaper then Hargeisa landwise...

What we are looking for is someone like u that could create jobs around GM state, You can open an office in Galkayo with a massive population of 230 000 people, plus u have access to the 395 000 people in GM state.

Go for it, I am planning to be the first to take a well known brand to Hargeisa. (Franchise that you see everywhere in the world) then inshallah Burco after 18 months or so then Berbera, Erigavo and other cities with more than 50,000 population in Somaliland /Somalia

Mate the best solution is for you to go there and spend a good 2 weeks to have a tentative idea and a research on the way forward. From there you can decide on what you intend to invest in. Do not buy into what somalis might tell you that you'll need a substantial initial start capital for Somalia. I'd recommend staying away from services sector as the demand for such services is far and few unless of course you're willing to work with the few non-governmental organizations based there. Mind you for most of these UN-Agencies and NGO's s you would need a connection to land that lucrative contract and most of these contracts are often tendered in Nairobi, Kenya. If you do know someone working for UNDP-Somalia, Sudan, UNON, UNHCR, WHO, UNEP, UNOPS, ILO, OCHA etc it would help.
There are plenty of opportunities in virgin Somalia. Go for it and good luck.
