Somalia should have three houses of government, and the executive:

Shura Council: Every district in Somalia sends their most respected Waddad to the Shura. The Shura advises the Legislative Assembly, is in charge of Sharia law and Somali religious affairs and can veto bills with a 2/3rds vote of the Shura, though the Assembly can in turn overturn this veto with a 3/4 vote.
Legislative Assembly: Every 100,000 people sends a legislator to the Assembly. The districts of Somalia are divided into 100,000 person chunks for voting purposes, who then vote for candidates. The Assembly proposes and votes on all legislation and budgetary matters.
Oday Council: There are 100 seats on the Oday Council that are made available to specific clans and subclans, including minority clans and ethnic groups. These clans hold a Shir to select their Oday Council member via acclimation. The Oday Council is in charge of Somali tradition and heritage, advises the Legislative Assembly and can veto bills with a 2/3rds vote of the Oday Council, though the Assembly can in turn overturn this veto with a 3/4 vote.

Finally there is the presidency, who can veto legislation from the Assembly and generally leads the country. His veto can be overturned by a 3/4 vote in the Assembly, Oday Council or Shura Council however.

prof Axmed ismacil samatar has not been back to Somalia for the last 30 or so years. Word has it he isn't even a full muslim. Just returned to the deen when the Somalian came to MN.

Someone that does not care about his people and country shouldn't be given a seat in Government they should nkot even be consider for a seat period.
