Democracy is based upon the right of Man to lay down laws. As we know in Islam, Allah is the one that sets the laws and the punishments. But in Democracy, Man not God is the lawgiver. Allah says in many verse that the Judgement and lawgiving belong to him alone. So to say this is not Allah's right but the right of Man than this is shirk and Kuffr.
