Somalia and Eritrea do not share a border. There has never been a conflict of any sort between them. During its struggle to gain independence from colonial Ethiopia, Eritrea got material and moral support from Somalia. There's a history of conflicts between Somalia and Ethiopia, dating back to several centuries. Furthermore, Al-Shabaab isn't in accord with the ICU's presence in Eritrea or getting help from it. Al-Shabaab believe in self-reliance and counting on Muslims for support, assistance, etc. Al-Shabaab emphasize action to free Somalia from occupation, not useless talks or negotiations.
