Subxanallah, it's sad how these people are taking this as some type of joke 
Walaal, I'm sorry to hear about your friend, it's definitely an unhealthy circumstance. For starters your friend does have a problem, May Allah help him. Also, does he have family, do they know about his situation? If that's the case, they definitely need to take some action. You telling it here will not improve or change anything.
The way I see it, he's not completely insane, but he does need help right away. Inshallah, it's Ramadan so I would recommend you take him to the masjid, marka hore quran ha la saaro and see how it helps. Inshallah, also make sure he gets the chance to talk to older, more understanding, helpful people who will advice him. Sometimes all we need, is knowing that there are people who care about us out there to talk to us.
