Surprised me. In California it is illegal to distract an officer from the performance of his duty. A woman here honked a CHP who was ticketting another driver. She got a several hundred dollar fine herself.
Depending on your state's laws, and whether or not his being in the middle of the road was official business, this could get expensive. There are courts that put disrespecting police officers in the same bag with contempt of court.
I would find out what he was doing in the middle of that road.
