Spreading SHareeca is NOT spreading Islam, it is spreading Islamic law. You can be a Muslim but not practice what makes you a Muslim which is SHareeco.
If an Islamic court is opened, it doesnt mean the people are kaffirs who are being prosyltized, no it means institutionally they will now have the luxury of having their religion as Law of the land.
