I am a big fan of the Mohamed Ibrahim Igal plan. He was smart to depoliticize the SNM soon after 1992. It was a great move because it removed the rebels from being a political force which would have been disasterous because Rebel leaders don't make great leaders most of the time.
As for demobilization, it should be conducted in different phases. Phase one would be to keep them off the streets inside camps & give them food, water & shelter with modest stipends. Phase two is to select the most able body & educated personnel to be included in the Security Services. Phase three is to get foreign aid programs to provide alternative livelihoods for these former fighters.

Then either you put up a white flag of surrender or fight for your TFG until the last man. Either way, the TFG will not be allowed to have any bases on Somali soil.

I am supportive not repeating the same mistakes of the past. We need to get clean men and divide power among different groups in an equitable manner with no one group having too much power

Any TFG supporting group will be given an ample opportunity to surrender and purge themselves of the TFG elements. Failure to do so forces the Govt to send in troops to do what the locals have refused to do.
