The reason HG have 4 ministers is because 1) they are not as small as the Dhulmahante 2) they fought hard to liberate the country 3) they are respected unlike the weak dhulos who follow and never lead 4) if they are given less than 4 they will boycot this government whereas dhulmahante are content with even just waziirka duur jooga.

Count the Prime Minister post out. the post was not being shared among tribal line.
The job was going to whoever was the most qualified.
as for the Ministers,
It was being shared between ARS and Goverment. so if your tribe did not have candidates from the ARS, then all they got was one from the Government. Habargidir did not get even one Sit from the government.
Well Mudulood gave up their ministers because they had the president, i think it would of being right if mj gives their minster postion to another.
People are not equally generous. Mj Can share Jannah but I don't think if they would ever share power.

As far as most Somalis are concerned this so called 'government' is not based on cadaalad. It's pretty sad but true.

waryaa gabadha sidaas hawla hadlin. xil baynu kala mudanahay ee kaxishood. Habargidir did not get 4 Ministers. they only got 3 which one of them was a gift from abgaal as maslaxo for helping the tigree against us.
