If Somalia sought real development they should expel all NGO's and learn to look after its own population. Plus rarely ever does the resources go to people who actually need it.

The biggest fraud they actually commit is with the invoices they collect from the items the NGO's had to purchase for their projects. Let's say they need 150 new computers for a school funded by the UN, they ask the seller to give them an invoice stating 200$ more per computer. That's 30.000$ easy profit they made.

The richest people in Puntland I saw were all NGO employees (Care, UN etc), They all drive big land cruisers and lived in the largest villa's.

One of my cousins is head of finance for CARE Garowe (headquarters are there for entire Central-North Somalia), I never ask him where he gets all that money from or he will get pissed (he has 5 homes).

But those people are not 100% clean

His official salary is only 1800$ monthly, but I think he squeezes much more out of it than that.
