No way to measure, but in all of the statistics I have seen Somaliland has the highest percentage of AIDS in Somalia followed by Puntland (the ethiopian connection)...while the south can be said to have the lowest percentage in the whole continent of africa.

Staff from WHO and Doctors without borders are trained to work in all situations and their statistics cover all of Somalia. Consecutively Somaliland has the highest in Somalia.
