Strong national authorities are ideal for places like Afghanistan and SOmalia. The problem with Afghanistan and Somalia is that foreign interference always disrupts the consolidation of power by one group in Somalia.
If there was no foreign intereference, there would have been winners and losers in the civil wars with conflict ending quickly. The calamity is that the civil wars are being prolonged because of external forces interfering to assist one side usually the weaker to continue fighting rather than losing.
In war, there are winners and losers. It is the duty of the winner to be gracious to the loser so as to prevent a relapse.
Don't believe me. Look at Angola's civil war which only ended when the West & South Africa cut off aid and diplomatic support & implemenatation of sanctions against UNITAS of Jonas SAvimbi whom they had supported against the Communist Leaning Central Government.
Mozambique - South Africa and the West cut off their support to the RENAMO rebels who were pressured to join the peace talks or face total annihalation at the hands of the Central Communist Leaning Government albeit with Western support.
