Actually Southern and Central Somalia were more peaceful than the streets of London for the 6 months the Islamic Courts ruled. Also no piracy was reported so you could actually argue that those 6 months were more peaceful than during Siyad Barre's rule in the latter years when there were wars going on in rural villages in several parts of the country. The Mad Mullah is right on this one.

Voltage, it seems like you see something which i fail to see and thus have higher expectations of the possible outcome.
America will only take measures in which the piracy levels become very minimal, the same way they took measures of funding the TFG in 2006 to get rid of a threatening element.
Matter of fact, they expect the somali administrations to help them more, either way i hope that the shipment of food aid we rely on shall continue to exist and the Southern administrations shall not have their heads stuck in the sand. They need to be firm and put demands on the table and explain what has caused piracy actions in the first place and demand to get help instead of taking America's orders.

The only people on this topic with any sort of common sense are Cali Gaab and EOMM. To even pay attention to Hilary's words or the new US moves towards Somalia is just plain stupid, no other words to describe them. The only peace efforts in Somalia the past 20 years took place between 2006 and 2008 and all those attempts were foiled by the US.
Simple analogy for the simple minded, since we have so many here - If I punch you to disable you and I do it right, will I cover your medical bill the next week?
Here's the reality - there are nations that the higher powers of the West develop for strategic interests (Poland, S. Korea, Egypt), and there are countries that the West tries to contain - like Somalia and Afghanistan, states that will never walk on the path of the West, states destined for theocracy.
Somalia will never get the help of the West, its fish resources are obsolete, its natural resources are uncertain at best, and their sea is more abused than a redneck bride. Somalis can only help themselves, that is the most real thing you'll ever hear.

if obama and the U.S adminstration are serious helping Somali government they should immediately address;
* the somali government is weak and doesnt control 1% of somalia, bring in the drones and target all alshabab leaders, kill them one by one.
* as piracy is shutting down the port of mombasa which many african landlocked countries rely on, ask them to send in more troops and help them from the air.
* support the somali government to take over and control all of somalia and build them a functioning navy.
* invest in all of somalia and especially in areas of piracy and make arrests of foreign fishing boats and tocix waste dumpers on the somali coast.
* if leaders of puntland or galmudug are involved in piracy, kill them or capture them and charge them with piracy.
dont bring half baked solutions.

I honestly in my heart don't know what the future holds for our country. we have been a broken nation for so long, that any bit of good news however little is welcomed.
America disappointed me when they overthrew the first stable government in the south the islamic courts in 2006. I was bitter how america turned on somalis just because eithopia egged them on. Eithopia is bane on our nation. It cannot bear to see a stable somalia because it's in its interests to see our country burn.
That being said it's a new admin and i am hopeful america can finally right the mistakes it has made. They need to stop eithopian intereference in our country. they need to help the central government in somalia. they need to help them set a coast guard that protects our seas from illegal fishing/toxic dumping ships.
