Djibouti city is half a million people and thats what is counted because there is no way in hell you can count the Canfar. They are a Nomadic society and since they live on two sides of the border except Somalia, they move around freely, so there is no point counting them. Add to the fact that almost all the younger generation of Canfar in the city have become Somali and most likely you would assume they are Somali because they will speak better Somali than me.
