Oil would have been drilled by the British in the 40s and 50s had the Sultanate of British Somaliland allowed the presence of a colonial power in the region. Which would have led the nation going the complete route of sovereignty once discovered and becoming a next Sultanate on the lines of Oman and independent.

They could but it will trigger clan wars even further puntland with their financial power will do everything to capture xammer and keep it in check. Using the federal card. But there will be lots of corruption , they will finance their government, there will be lots of opposition , but it will keep Somalia divided the regions where the oil will benefit from it , it wont unite Somalis.

Somalis are already divided but this time around there will be an actual super power who will keep everyone in check for ever because the state will have the means to do so.

If Puntland can't Unit Somalia I really don't know who will exacpt allah.
