It depends on what you consider trouble.
Minor unrest and a few murders or reputable organizations like the UN stating 1 million Somalilanders are set to starve in the next couple of years.
If we want to look at the issue factually, Puntland has already surpassed Somaliland economically and has had more success on international diplomatic missions. It also possesses more valuable resources and infinite seafood stocks.
