In my area of London, its very rare to see a non hijabi somali. Even if a sister is not practicing then they seemed to be still acustomed to it.

Depending on the individuals faith and knowledge in islam, the longer someone stays in the west, the more likely they are going to dress less modestly everyday. A lot of the people in where you live were probably newcomers back in those days and have since became members of a "civilized" and "progressive" societies.
