I am not really good in the geography of tribes but I believe the Fourlabe are more Djiboutian in deegaan while other Isse/Cisse including mamasan come from Somalia/Sland or Ethiopia. Many isse sub-clans must be from Ethiopia. IOG himself was born in Dire-dawa. In Djibouti we like to remind many that they are djiboutians only since 1977 the time many Isses became djiboutian leaving Ethiopia after the Somali-Ethiopian war. Like Sheikho (an Afar politician) said one time Isses and Afars were too busy in the nomadic life when people came from Somalia to populate Djibouti and contribute to the economic life of the country. He was a controversial man and liked to humble Afars and Issas in some ways when they tried to say they were the only true djiboutians.
So it is not only the Samaroon, Issaq and Darood who are immigrants but many Isse forget tht their people live in the part of Somalia that became Somaliland. It is only very recent that some Isses woke up and started claiming something in Somaliland. But here I am learning the guy this topic is about is from Djibouti with a Djiboutian passport? If you have a stable Somaliland, you shouldn't make "king" IOG angry and you should give some good positions to the Cisse in these regions.
