Mostly like true. The MSB government was a strong US ally. It was like the case of Mohamed Abshir Haman who claimed to be working for the Company and wanted to stay Stateside during his asylum case.

Yep Samatar doesn't come from a major clan or can not venture to his ancestral home, Hobyo so he had to flee.
