Why limit to 3 states? What we need is to establish very strong fair and free of bias national army, institutions and empower every state to choose whom they deem to have their interest. Each state will governor and run their affairs and Federal gov't will negotiate and take care all dealings with international communities. All natural resources will divided equally based on population.

3 states? Northwest, South Somalia (including Puntland) and what's the third state? I think incorporating Northwest should be a second priority. First the areas below Mudug should sort their shit out. Only the Islamists can rule the areas south of Mudug. It would be harder than training a dog to speak English to install some kind of administration in those far south regions, taxes and peace is like a foreign concept to them.
