That is true. In fact the Liyuu/new police were created for the sole purpose of hunting down and eliminating ONLF members and harassing their supporters. It was these same guys who attacked Buhodle recently. The problem is that Somalis bring in a lot of contraband products to Ethiopia and these guys always want their cut. If they don't get it, they will rob and kill anyone in sight.
