In Somalia, what you have is a stalemate that is is managed and maintained. When HSHM and HI make few progress or increase their strength, the AMISOM troops are increased. They also train few thousand Somali troops, pay them the 1st few months so they can continue fighting and then after that the funding stops the Somali troops run away because they don't have salary. When they see the AMISOM and TFG entity in trouble, additional few thousand AMISOM and Somali troops are brought in or retrained.
Somalis are also not allowed to make independent reconcialation among themselves.
It is all designed to continue the killing and the stalemate in Somalia, peace never returns to Mogadishu, and the two frontline states are funding the other militias from their borders.
It is the cycle of violence they talk about in the Ghettos in the west when they are talking about how young men who grew up in the ghetto will always come back to prison on and off whenever they are released. The only difference is there is a forced chain placed on the people of Somalia that they are struggling to break through.
