Professor Abdi Ismail Samatar was in Mogadishu and Southern Somalia in 2006 when Union of Islamic Courts drove the warlords outside of Somalia and brought peace and stability in the South and Central of Somalia. He went there and advised them they need to get their program together and apply the rules equally.
