There is a police force in smaller towns, I know there are Puntland police in Eyl although most became pirates-- .

Caluula doesnt have a police force, its peaceful and they are aligned to Puntland.

I'm not talking about symbols but like the type of presence You would see in Garowe, Galkacyo, Bossaso, etc. I think with these Guys they live the same now as they probably did during the '60s, '70s, '80s and today. I think its one of those places Where its like people Govern themselves almost i.e Elders, etc.

Probably so. Those small communities in the isolated corners of the country were lucky, they probably didn't feel shit during the civil war. Even Bosaso was small enough in the 90s that it kept all its lifestyle quality throughout the civil war, even had schools up and running again just weeks after the Al-Itihaad conflict ended.

Bosaaso was a tiny port town that was inactive during the 80s, 90s it was until the formation that Bosaaso emerged as the main port of Puntland simply due to its location and its existing infrastructure. The town didnt have more than a couple thousand pre-war Somalia.

somaliland and puntland are not real states, they only exist within their main cities. outside of this territory it is just community rules

Bossaso is different because they had thousands of thousands of migrants from the South. These Guys probably have the same families today living there for generations. Heck, it wouldn't even suprise Me if they didn't know there was a civil war in Somalia, or they know about a city called Xamar, etc. Thats what makes it so appealing. Even the pictures, You can tell the cement houses, were super old. It looks like a historic little town that has nothing to do with the rest of Somalia.

There was never a large Mehri population Bosaso, they always lived in Nugaal before they became langaab. Also, Wabeneye were always the quiet minority, they don't play a big role in the city's history or politics. Cisman Maxamud took the city from both Cali Saleban and Dishiishe and invited them back recently. The rest after 1990 is true though.

The founding populations of Bosaso were Wabeneye communities and some Yemenis.

It is a well-known fact other Majerteen came much much later on the scene and stole the small proftiable port from the Wabeneye and Yemeni first inhabitants

Wabeneye still run the city (not population-wise though), they outnumber any clan in terms of businesses they run.

Cismaan Maxamuud are lamagodley nomads that didn't know jackshit about settled life until recently.
Warsangeli are also recent immigrants to Bosaso (1900s)
